ORDER

ON THE ORGANISATION OF STUDIES AT KAUNAS UNIVERSITY OF TECHNOLOGY IN THE SPRING SEMESTER OF THE AY 2021-2022

Following the updated version of Resolution No. 152 of the Government of the Republic of Lithuania “On the Declaration of Emergency at the State Level” of 26 February 2020, the updated version of Decision No. V-3008 of the Minister of Health of the Republic of Lithuania – the head of the state operations in the emergency state at the state level – “On the Necessary Conditions for the Provision of Continuous Vocational Training, Higher Education Studies and Non-Formal Adult Education” of 25 December 2020 and aiming to ensure the smooth organisation of studies at Kaunas University of Technology (hereinafter – University) in the spring semester of the AY 2021-2022:

1. I order for the classes of the study modules of the University in the spring semester of AY 2021–2022 to be organised on campus if the classes are provided on the University’s premises and the students and a lecturer directly participate in the classes on campus. The classes may be provided as distance studies in exceptional cases specified in the Order when the classes are provided in the University’s virtual learning environment and the students and a lecturer synchronously participate in the remote class. The classes in the spring semester of the AY 2021–2022 are organised under the following procedure:
1.1. The lectures in which the scheduled group of students in one lecture is up to 50 (inclusive) students according to the number of the students who have chosen the study module are provided on campus;
1.2. The lectures in which the scheduled group of students in one lecture exceeds 50 students according to the number of the students who have chosen the study module are organised on campus; in exceptional cases, they may be provided remotely;
1.3. The practical classes, laboratory works and consultation seminars are provided on campus. In exceptional cases, the consultation seminars may be provided remotely;
1.4. The assessments are provided on campus; except for the cases when the intermediate assessments are provided remotely during the classes as specified in subparagraphs 1.2-1.3 of the Order;
1.5. The public defences of the final degree projects are organised on campus;
1.6. The requirements specified in subparagraphs 1.1-1.3 of the Order are not applied to the modules of the study programmes which are provided as blended learning or distance studies under the 2021 Regulations on the Student Admission to Kaunas University of Technology approved by Decree No. V3-S-32 of the Senate of the University “On the Approval of the 2021 Regulations on the Student Admission to Kaunas University of Technology” of 30 November 2020. The modules of these study programmes are provided according to the requirements stipulated by Decree No. PP-66 of the Vice-Rector for Studies of the University “On the Provision of the Study Programmes Available for the Student Admission in 2021 as Blended Learning and Distance Studies” of 26 May 2021;
1.7. It is recommended to plan all the classes of one day or half of the day (before and after lunch) in the same form – as distance studies or on campus. If the classes in different forms (on-campus and remote) are provided on the same day, at least 1 hour has to be scheduled between the classes of different forms;
1.8. The exceptions set out by subparagraphs 1.2 and 1.3 of the Order have to be coordinated with the faculty’s Vice-Dean for Studies and the head of the study programme and approved by the decree of the Dean.

2. I order to provide conditions to the students-foreign citizens who are admitted to study under a study programme or in partial studies from 1 February 2022 and cannot come to study on campus due to force majeure circumstances (for example, the procedures for the issue of the visas, etc.) to study all study modules remotely, independently, consulting the lecturers remotely until the end of the 8th week of the spring semester of the AY 2021–2022. The foreign students have to submit the documents certifying force majeure circumstances to the International Relations Department and receive the confirmation of the existence of such circumstances from the International Relations Department. If force majeure circumstances are extended, the foreign students are offered to suspend their studies until the beginning of the next semester.

3. I order that a student:
3.1. Who has been diagnosed with COVID-19 disease (coronavirus infection), has to notify the Study Centre of the student’s faculty by email immediately. The employee of the Study Centre immediately notifies the Director of the Department of Student Affairs (kristina.skuciene@ktu.lt) about the identified cases of COVID-19 disease (coronavirus infection) by email;
3.2. Who has COVID-19 disease (coronavirus infection) or is suspected to have COVID-19 disease (coronavirus infection), has to self-isolate under the updated version of Order No. V-352 of the Minister of Health of the Republic of Lithuania “On the Approval of the Regulations for the Isolation of the Persons Who Have COVID-19 Disease (Coronavirus Infection), the Persons Suspected to Have COVID-19 Disease (Coronavirus Infection) and the Persons Who Have Had Contact at Home, Another Place of Residence or on the Premises of the Municipal Administration” of 12 March 2020. If the student requires self-isolation, he/she has to notify the Study Centre of the student’s faculty immediately. The student cannot arrive at the University until the end of the self-isolation period.

4. I oblige:
4.1. The lecturers to mark the students’ attendance in classes (mandatory) to provide the possibility to identify the persons who have had contact with the persons infected with COVID-19 (coronavirus infection) if needed (a lecturer has to submit the lists of students who attended the classes);
4.2. The students and lecturers to comply with the necessary conditions for the provision of higher education set out by the head of the state operations in the emergency state at the state level, including the requirement to wear medical face masks or respirators that fit close to the face and cover their nose and mouth completely and to the disabled persons who cannot wear medical face masks or respirators due to their health condition or wearing of the mask could impair the person’s health, to wear face shields; it is recommended wearing respirators at the University; as well as the requirement to immediately leave the location of the classes if the student experiences any symptoms of acute upper respiratory tract infections and the recommendation to get tested for COVID-19 disease (coronavirus infection);

4.3. The Deans of the faculties to ensure that:
4.3.1. The studies on the faculty’s premises are provided under the necessary conditions for the provision of higher education set out by the head of the state operations in the emergency state at the state level;
4.3.2. The faculty has prepared the premises that could be used by the lecturers to broadcast the remote classes and the premises on which the students could study remotely if needed (due to the timetable of the classes, the lack of possibilities to study at their place of residence, etc.);

5. The Vice-Rector for Studies to control the implementation of the Order.

6. I establish that this Order is valid from 1 February 2022 until 30 June 2022 (during the spring semester of the AY 2021-2022). The procedure for the organisation of studies in the spring semester of the AY 2021-2022 approved by this Order can be amended or revoked by a separate order of the Rector of the University with regards to the relevant legislation of the Republic of Lithuania.

7. I authorise:
7.1. The Document Management Office to email this Order to the employees of the University;
7.2. The Department of Student Affairs to email this Order to the students of the University.

ON THE AMENDMENT OF ORDER NO. A-512 OF THE RECTOR OF KAUNAS UNIVERSITY OF TECHNOLOGY “ON THE ORGANISATION OF STUDIES AT KAUNAS UNIVERSITY OF TECHNOLOGY IN THE SPRING SEMESTER OF THE AY 2021-2022” OF 15 DECEMBER 2021

Following Decision No. V-674 of the Minister of Health of the Republic of Lithuania – the head of the state operations in the emergency state at the state level – “On the Amendment of Decision No. V-3008 of the Minister of Health of the Republic of Lithuania – the head of the state operations in the emergency state at the state level – “On the Necessary Conditions for the Provision of Continuous Vocational Training, Higher Education Studies and Non-Formal Adult Education” of 25 December 2020” of 31 March 2022:

1. I amend Subparagraph 4.2 of Order No. A-512 of the Rector of Kaunas University of Technology (hereinafter – University) “On the Organisation of Studies at Kaunas University of Technology in the Spring Semester of the AY 2021-2022” of 15 December 2021 reading as follows:

“4.2. The students and lecturers to comply with the necessary conditions for the provision of higher education set out by the head of the state operations in the emergency state at the state level, including the recommendation to wear medical face masks or respirators that fit close to the face and cover their nose and mouth completely, especially if they cannot keep a safe distance or in the case of a bigger gathering of people, as well as the requirement to leave the location of the classes if they experience any symptoms of acute upper respiratory tract infections and the recommendation to get tested for COVID-19 disease (coronavirus infection);”.

2. I authorise:
2.1. The Document Management Office to email this Order to the employees of the University;
2.2. The Department of Student Affairs to email this Order to the students of the University.
